Diplomats who are currently in di scussion during the annual Doha Forum conference in Qatar predict that the humanitarian ceasefire negotiations may not be revisited for a few more weeks. Despite the United States’ confidence and belief that an agreement can be reached before Christmas, President Joe Biden’s administration will not pressure Israel to end its military operation in Gaza.The Guardian newspaper, Monday (11/12/2023), said that Hamas would not continue negotiations to release the remaining 137 hostages unless there was an offer of a ceasefire at the end of the prisoner exchange process. Israel did not want to and the US vetoed it at the UN Security Council meeting last Friday.
Israel will struggle to delay the ceasefire if there are intervening factors, such as increasing violence outside Gaza, most likely in Lebanon. Another factor is if the wave of Palestinian refugees to Egypt grows larger and the pressure on Prime Minister Benjamin Netanyahu’s government to prioritize the release of hostages intensifies.
The vote in the United Nations General Assembly on the ceasefire based on the UN Security Council’s
vetoed resolution by the US is likely to be approved by the same
margin as the vote on the humanitarian pause in October. The margin was 120 in favor versus 14 against, with 45 abstentions. UN General Assembly resolutions are not binding but have political weight and reflect the views of the world.
